Monitoring and Evaluation Consultant

The International Division of Medical Care Development, MCDI was founded in 1977 with the belief that MCD's successful approach to health systems development in the rural United States could be adapted to meet the needs of developing nations. MCDI has implemented public health programs in over 40 countries aimed at targeting the world's most vulnerable populations. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; maternal, neonatal and child health; water, sanitation and hygiene; tuberculosis; HIV/AIDS; and other communicable diseases.

We are actively seeking a Monitoring and Evaluation Consultant for our IMPACT Malaria project. Based in the in US, the M & E Consultant will provide project support in facilitating the data collection, entry, and analysis of project outputs and inputs. This position will work closely with US based program staff and field staff.

Duties and Responsibilities
Finalize/conduct data analysis and elaborate a report of supportive supervision (OTSS+) conducted in DRC, Niger and Zambia (in collaboration with the local and home office technical teams)
Oversee data entry, data quality control and conduct the data analysis related to all OTSS+ activities
Develop the data analysis plan according to OTSS+checklist
Elaborate data entry tool/software to collect data from paper checklists (either Access database or other similar tools)
Develop SOP or instruction for local technical teams to run data quality control and analysis in the subsequent OTSS+rounds
Provide the narrative on how data cleaning/quality control and data analysis was conducted (to integrate in reports under methodology sections)
Develop Access database or statistical analysis software (like STATA ) to create data reports, using grading scores instructions provided by the technical team. This program must be customizable for countries using modified checklists.
Provide a workshop (1-2 days) on the software mentioned above. Workshop should focus on how to use the program/statistical software as well as on how to share instructions on its use in order to apply it in other IM countries in the future. Participants will be MCDI home office and field staff.
Develop the Standard Operating procedures (SOPs) for OTSS+ data quality control, data analysis and reporting to be used in future OTSS+ rounds.

Qualifications/Experience
M&E experience, especially as regards the above deliverables
Malaria programming experience especially on malaria diagnosis
Experience working access database and other data analysis packages such as STATA
English language proficiency required
French language proficiency desired
