Project Director, TB Reach Mozambique

Over the past 40 years, Medical Care Development (MCDI), the International Division of Medical Care Development Inc. (MCD) has worked to strengthen health systems through integrated, sustainable and locally driven interventions across several public health sectors in over 40 countries. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; maternal, neonatal and child health; water, sanitation and hygiene; tuberculosis; HIV/AIDS; and other communicable diseases.

MCDI is currently seeking candidates for a Project Director position to lead a 16-month project funded by Stop TB Partnership – TB REACH Wave 7. The project goal is to increase the TB notification rate among girls and women of reproductive age who are currently accessing community, NGO, and government services related to MCH, FP, and/or OVC in 4 districts in Mozambique.

Position Description:The Project Director will have overall responsibility for leading all technical and programmatic aspects of Project implementation, to include planning, implementation, and quality assurance. S/he will be the principal liaison with the Provincial TB, MCH and HIV programs in joint coordination with MCDI HQ backstopping team. S/he will be responsible for supervision and leadership to field staff and oversight of the project sub awards. S/he will also lead the planning and implementation of the Project’s monitoring and evaluation activities and financial oversight.

Location: This position will be based in Lichinga city, Niassa Province, Mozambique

Essential Job Functions:
• Provide overall leadership, strategic direction, and management to ensure the quality of processes and results of all Project activities;
• Provide overall management and oversight of the operational, technical, financial and administrative aspects of the Project;
• Act as a main point of contact with the donor and as the key liaison between the donor other stakeholders involved in the implementation of the Project;
• Provide oversight to ensure that the Project monitors its progress and performance and achieves the project benchmarks as per the Project Monitoring and Evaluation Plan;
• Responsible for the annual work planning, budgeting and reporting process in accordance with TB REACH rules and regulations.

Minimum Requirements:
• Medical doctor or nurse preferred; will consider university degree plus Masters of public health and other related fields;
• A minimum of 7+ years of overall professional experience in management of similar projects in low resource settings,
• A minimum of 3+ years as program leader, manager, or equivalent;
• A minimum of 3+ years in TB programming, a great working experience with MCH and HIV;
• Demonstrated capabilities in management, institutional capacity building, high-level strategic visioning and leadership;
• Demonstrated experience working effectively with district, provincial, and national government authorities in Mozambique;
• Demonstrated experience in coordination and collaboration with a broad set of stakeholders, including multi-lateral and international donors, local and international NGOs;
• Demonstrated experience or familiarity with managing an integrated, comprehensive, clinic-based program;
• Exceptional written and oral communications skills in English, must read, write, and speak professional English (USAID 3R, 3S);
• Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint);
• Preference will be given to Mozambican nationals.
