Director of Finance & Administration - USAID Mozambique Malaria Capacity Strengthening (MCAPS) Project (Proposal)

Over the past 40 years, Medical Care Development International (MCDI) has worked to strengthen health systems through integrated, sustainable and locally driven interventions across several public health sectors. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; maternal, neonatal and child health; water, sanitation, and hygiene; tuberculosis; HIV/AIDS; Zika; and other communicable diseases.

MCDI is currently seeking candidates to serve as the Director of Finance & Administration for the anticipated, five-year USAID-funded Mozambique Malaria Capacity Strengthening (MCAPS) Project. The Project will support the Government of Mozambique’s goal of controlling and ultimately eliminating malaria in the country.

The Director of Finance and Administration would be responsible for all Project accounting and sub-grants management, and for ensuring that financial operations are in compliance with USAID regulations.

This is a key position on the project team and is contingent upon award to MCDI.

Essential Job Functions:
-Responsible for ensuring that adequate financial management systems are in place and functioning;
-Work in close collaboration with the COP on all Project accounting and sub-grant management, and financial planning and operations to ensure the achievement of expected Project results and objectives, and in compliance with USAID financial management regulations;
-Maintain transparent financial and reporting procedures and effective operation of financial controls;
-Assume responsibility for record-keeping, financial functions and internal control systems;
-Provide concise and timely financial reports that will give an overview of the financial status of the award;
-Mentor Project staff and sub-grantee staff in financial and administrative policies and procedures for Project finance and sub-grant management; this includes advising and mentoring sub-grantee organizations in record-keeping, financial functions, procurement, personnel, reporting and other compliance issues.

Administrative Duties:
-Manage project start-up and close out, and support annual work planning and budgeting processes;
-Secure requisite documentation and permits for transportation, office rental, visa, and country registration requirements;
-Track and oversee personnel record keeping for MCDI staff including time and attendance reporting, vacation and leave management;
-Develop and implement financial and operational process improvement plans to improve value for money and efficiency;
-Oversee project logistics and procurement of local goods and services, including procurement specifications, delivery schedules, etc.
-Provide direct supervision to local operational and administrative staff including drivers, security, and administrative assistants;
-Ensure adequate safety and security protocols and services for project staff;
-Oversee project vehicle fleet management and maintenance;
-Maintain and support the IT infrastructure of the field office.

Qualifications, Skills and Experience Required:
-Demonstrated understanding of USAID administrative, management, and reporting policies, procedures and systems including 2CFR 200;
-Demonstrated experience in managing and supervising a team who is spread out geographically;
-Expert computer skills in Microsoft Office and accounting software;
-Outstanding interpersonal skills and eager to work in a multicultural organization;
-Highly computer literate and able to work with Windows-based Projects, including: Word, Excel, PowerPoint, Outlook, Access, and Quicken;
-Familiarity with Mozambique labor laws and regulations required;
-Full professional proficiency in English and Portuguese;
-Priority will be given to qualified Mozambican nationals.
