Program Assistant - Silver Spring, MD

Since 1977, Medical Care Development International (MCDI), the international division of US-based not-for profit Medicare Care Development (MCD) uses practical, evidence‐based and high‐impact approaches to strengthen health systems in developing countries and to improve the health of vulnerable populations. MCDI has implemented public health programs in over 40 countries in collaboration with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: water, sanitation and hygiene; malaria control; maternal, neonatal and child health; tuberculosis; HIV/AIDS; and other communicable diseases.

We are actively seeking a part-time Program Assistant based in the US, to provide administrative support to the International Division and the Senior Program Manager for the project Impact Malaria.

Specific responsibilities will include the following:
a. The Program Assistant will assist the Senior Program Manager in preparing work plans, progress reports to donors, and on compiling supporting documentation needed. S/he will keep track of submission deadlines consistent with donor expectations.
b. The Program Assistant will provide administrative support for various financial management functions including, assisting the field office in tracking expenditures relative to budget and providing feedback to senior management at the home office and to the COP in the field when expenditures are more than 5% out of alignment with budgets, review requests for funds and procurements and submitting for review/approval to the Senior Program manager procurement and other funds requests from the field office.
c. The Program Assistant will assist Impact Malaria’s MCDI’s home office finance team in vetting field office expense reports, verify the submission of justifying documentation, monitoring that home office financial disbursements to the field office and vendors are accomplished in a complete and timely manner The Program Assistant will assist Impact Malaria’s MCDI’s relevant home office senior staff to develop and/or review/amend contracts (including with the donor and sub-contractors), Memoranda of Understanding, and other project documents, as requested.
d. The Program Assistant will assist in updating field office administrative and finance manuals under the guidance of corporate leadership.
e. Under the guidance of the Senior Program Manager, the Program Assistant will assist to coordinate, track and report on all operational activities pertaining to the projects at the home office level.
f. The Program Assistant will organize meetings (setting up the invitations on Outlook/Zoom/Teams/Skype, preparing the agenda and taking the minutes from the meeting to post on Jira) for the projects; schedule weekly and monthly calls with Field Staff to go through programmatic activities and requests, and other scheduled meetings as needed, and circulate and archive meeting minutes.
g. The Program Assistant will manage the SharePoint and/or JIRA sites for the project and generate SharePoint task update reports to be reviewed with the Senior Program Manager on a weekly basis.
h. Working with Human Resources, help prepare TORs for field staff and consultants, assist in recruiting logistics for local personnel, reviewing and finalizing biodata forms, filing of all field staff employment documents and ensuring they are continuously updated in consultation with the HR officer and Senior program manager. The Program Assistant will support field and home office staff on questions related to timesheets and follow up to ensure they are all correctly and timely submitting their timesheet. S/he may provide technical support to staff on how to keep correct records of their timesheets. The Program Assistant will also help to advise the field office on compliance with MCD personnel policies and donor rules and regulations.

Qualifications, Skills and Experience:
• At least a Bachelor’s degree in a technically compatible field (e.g. public health, malaria, international development),

• 2-3 years of professional experience, of which at least one year should be dedicated to the professional practice, research and administration. Working experience in international settings and/or with international malaria donors (e.g. USAID, World Bank, Global Sanitation Fund) will be favorably considered.

• At least a « general professional proficiency » in the French language is required.

• Very proficient in the use of the standard Microsoft Office package.
