Program Manager, Equatorial Guinea (Short Term)

The Program Manager is responsible for coordinating the day-to-day operations of the COVID-19 Equatorial Guinea Oil Sector Response Project (NBLCO) and for maintaining constant contact with the MCDI Home Office in the US. S/he will manage the administration of local contracts, and will monitor performance of a local medical clinic and security service provider. In addition, s/he will ensure that subcontractors are paid in a timely fashion. This position will ensure that the support needs of the oil sector workers who are undergoing quarantine and/or isolation are met with the highest possible standard of care and respect for principles of human rights and bioethics. S/he will ensure compliance with national protocols for infection prevention and control, quarantine, isolation, referrals, confidentiality of personally identifiable medical information, and COVID-19 case reporting. S/he will perform spot-checks to verify that project protocols are followed at multiple sites and ensure that corrective actions are taken as needed by MCDI staff and subcontractors.

S/he will promote evidence-based capacity building and training of local staff, whether hired directly by MCDI or managed by local hotels. Based on the evolution of the scientific community’s understanding of COVID-19 and the directives from the WHO and the government of Equatorial Guinea, this position will be responsible for communicating any changes in policies or protocols to all relevant parties involved in the NBLCO project and will be charged with translating the changes into modified routines at the quarantine and isolation facilities. S/he will coordinate HR practices and objectives that will provide an employee-oriented, high-performance culture in meeting the objectives and priorities of the NBLCO project. The Program Manager will develop incident report forms and procedures and follow these tools to report any incidents or accidents that occur to the MCDI Home Office and oil sector clients immediately. S/he will have supervisory responsibility for a small team composed of a driver and cleaning staff. The Program Manager is a full-time short term assignment to be based in Malabo, Equatorial Guinea. We offer a competitive salary and benefits package including air travel to and from Equatorial Guinea, paid housing, per diem.

Qualifications, Skills and Experiences:
· MBA, MPH, MS or MA, or other relevant degree with management experience
· Five or more years’ experience in management of health-focused research or development assistance programs in a challenging developing country setting, preferably in Africa. Such experience must include:
- preparation of detailed project implementation plans and success in attaining the goals and objectives established in these;
- supervision of a field office and ensuring compliance with established administrative and financial procedures;
- leadership, motivation, and organization of a team of international technical experts and managers;
- development of productive, cordial working relations with Ministry of Health and/or other local counterparts; and
- development of productive, cordial working relations with funder representatives, and demonstrated knowledge of/experience with US donor regulations.
· Fluent in spoken and written English and proficient in Spanish
· Strong organizational and planning skills
· Prior fieldwork experience preferably in a developing country context
· Willingness to work under challenging field conditions
· Ability to work in a fast-paced diverse work environment
· Prior project management experience including work planning and tracking, as well as budgeting and financial management, preferred
· Highly computer literate, familiar with Windows® and MS Office programs for word-processing, spreadsheets, database management, presentations, and electronic communication.
